The Liverpool City Region Combined Authority is launching a new positive action opportunity for Black, Asian and Minority Ethnic residents in collaboration with the Race Equality Hub.
What is the Liverpool City Region Combined Authority Aspire Discover Training Programme?
This is a 12-month full-time training programme for Black, Asian and Minority Ethnic residents of Liverpool City Region at the Liverpool City Region Combined Authority starting in March 2025. Applications go live today (25 November 2024).
As part of the training programme, trainees will learn about the world of work, they will explore the best way to learn and work for them and meet people working in local government and transport. Trainees will also be supported to achieve a recognised Project Management Qualification.
The trainees will complete the programme as a group of 5 trainees and will receive training on: learning about yourself, learning about the organisation, learning about and finding the right job for you, and networking.
Trainees will receive a £19,000 bursary (paid every month over 12 months) and a travel pass to travel free on all public transport (bus, train and ferry) across the city region.
So what trainee opportunities are available?
The trainees will be based in different teams across the organisation to learn about specific areas:
- Trainee Project Officer – Project Delivery
- Trainee Business Analyst – Project Delivery
- Trainee Policy Officer – People Policy
- Trainee Transport Support Officer – Bus Development (Routes, Accessibility in Transport)
- Trainee Tidal Project Officer – Mersey Tidal Power (Renewable Energy)
Eligibility:
- Must be 18+, Black, Asian or Minority Ethnic resident of LCR (Liverpool, Halton, Wirral, Knowsley, Sefton, St Helens)
- Math and English Level 2 (GCSEs or equivalent)
- Trainee must be able to commit to full time, training programme (Monday to Friday). Typically, 9:00-5:00, with some flexibility on timings (for example, for caring responsibilities).
Where does the training take place?
Most training will take place face to face in their Liverpool City Region Combined Authority city centre office.

The Training Programme is suitable for any Black, Asian or Minority Ethnic residents of LCR above 18, interested in learning, local government or transport who can commit to full-time training from March 2025.
